Stephen DeFalco, Founder & Managing Member
Stephen DeFalco is the Founder & Managing Member of Falmouth Tech, leading the vision and development of next-generation digital infrastructure in Stafford County. With nearly 20 years of experience bringing complex development projects from concept to reality, he specializes in creating innovative, high-impact investments that support economic growth and long-term community success.
Driven by an entrepreneurial mindset and a passion for solving complex challenges, Stephen brings together public and private stakeholders to deliver projects that strengthen local economies, attract new opportunities, and position communities for the future.
Luke Linthicum, Development Manager
As development manager at Falmouth Tech, Luke oversees the planning, coordination, and execution of Accokeek Center’s development activities. With nearly a decade of experience in real estate development, he has managed projects through all stages of the development process, from due diligence and entitlement through design, construction, and delivery.
His collaborative approach, attention to detail, and commitment to project excellence help ensure the successful delivery of critical infrastructure that supports economic growth and technological innovation in Stafford County.
